Planning commission backs abandonment of part of proposed North Lompa Lane easement

The Carson City Consolidated Municipal Planning Commission on Aug. 27 voted to recommend that the Board of Supervisors approve CC Nevada LLC’s request to abandon a 60-foot public access easement that had been reserved for a future extension of North Lompa Lane.

Staff planner Heather Manzo told the commission the abandonment is part of a larger package of applications related to the Lompa Ranch North SPA and that staff was able to "make all of the necessary findings in order to support the request to make a recommendation for approval to the Planning Commission," provided the offers for dedication for replacement right-of-way are recorded prior to the abandonment. Manzo said the proposal would reorient the roadway to reduce direct impacts on single-family properties and would rely on parcel maps and separate dedication documents to maintain a continuous connection to Airport Road.

The commission’s action followed questions from members about timing and continuity of the right-of-way. Development engineering staff explained the abandonment cannot be recorded until the city has accepted the applicant’s offer for dedication and the road meets city standards. Stacy Huggins, the applicant’s representative, confirmed the applicant accepts the five recommended conditions of approval in the staff report.

Commissioner Bridal moved to recommend approval, noting the staff findings and conditions; the motion was seconded and the commission voted in favor. The commission’s recommendation is advisory — the Board of Supervisors will make the final decision and will consider whether the offered dedications meet city standards before any abandonment is recorded.

If the board approves the recommendation and the dedications are accepted, staff said the city will ensure the new right-of-way is built and meets standards before the abandonment is recorded.
