Planning commission approves special-use permit for new Carson City landfill tipping station

Carson Cityplanning commissioners voted to approve a city-initiated special-use permit for a new 18,500-square-foot tipping station at the Carson City Landfill (3600 Flint Ave, APN 01069102).
Staff presenter Heather Manzo described the structure as a metal-roofed, 38-foot-high building intended to consolidate customer drop-off and allow staff to sort and route materials for proper disposal. The nearest property line is roughly 240 feet from the proposed building, and staff recommended approval with five conditions that set setbacks, height limits and other parameters.
Guillermo Munoz of Public Works answered operational questions: the public would pass a weigh station on an adjacent parcel to the north before arriving at the enclosed tipping station, hazardous materials would be handled at a separate station, and public-facing access areas would be paved. Munoz said the facility is part of the landfill master plan, is locally funded and could be put out to bid soon; construction might begin in summer with more than 200 working days of construction anticipated.
Public commenters said the project could reduce mud and damage to vehicles and might improve safety and reduce open-burning concerns; some asked for clarity about the landfill master plan and long-term site changes.
A commissioner moved to approve the SUP based on staff findings and subject to the conditions in the staff report; the motion was seconded and carried. Staff will finalize permit documents and proceed to bidding and contracting per local procurement rules.
Implementation notes: Staff said hazardous-materials handling will be segregated, the project is locally funded, and the road running east-west on site will be widened as part of the project.
