The Wapello County Board of Supervisors approved a rezoning request for a parcel owned by Waylon Raines to change zoning from R‑1 (residential) to C‑2 (highway service commercial) following a brief public hearing on April 7.
Neighbors initially expressed concern about the proposal, but after county staff and the applicant clarified that the proposed operation would be limited to clean‑title vehicles (salvage titles would not be allowed) several nearby residents, including Mr. and Mrs. Brown of 5638 Madison Ave, said they no longer opposed the project. Waylon Raines told the board he intends to add a small office and a shed with electric service and that the site is close to an existing business area.
Vice Chair Carrie Teninty moved to waive the second and third hearings; Supervisor Bryan Ziegler seconded and the motion carried. The board then approved Resolution 10‑2026 to rezone the parcel from R‑1 to C‑2.
The approval is limited to the rezoning request as described at the hearing; any future development will be subject to applicable county permits and regulations.
