St. Peter City Council approves North 4th Street improvement plans and assessment process

The St. Peter City Council voted to proceed with planning for improvements to North 4th Street between Chatham and Saguaro, approving a resolution that authorizes preparation of plans and specifications.

Jeff, a city staff presenter, told the council the feasibility report estimated total project costs at about $1,087,450. He described the condition of utilities and the roadway as poor and summarized the assessment approach: flat-rate assessments tied to specific utilities and roadway work (roughly $2,250 for sanitary sewer, $2,250 for water and $8,300 for roadway improvements were noted), with assessments for individual parcels ranging from about $2,250 up to $16,950. Jeff said private-property assessments would total a little over $100,000 and that the city’s share would be on the order of $300,000.

After no substantive questions from council members, a motion and second were called and the resolution was approved by roll call. The clerk recorded affirmative votes from Council member Reisenfeld, Mayor Noel, Council member Johnson, Council member Perez and Council member Rand.

Because the feasibility figures were presented as estimates, staff and the resolution make clear that final assessment amounts will be determined through the formal plan/specification process and follow state statute-required procedures. The public hearing for assessments had been noticed in the Saint Peter Herald and property owners were notified in advance.

The council did not adopt final assessments at this meeting; the approved resolution advances design and specification work so that final assessment decisions can be considered at a later meeting.
