Finance committee backs recommendation for public hearing on updated citywide fee schedule

Mary Anne Stolte, financial analyst, presented the annual update to Tracy’s citywide master fee schedule at the April 13 Finance Committee meeting, outlining administrative edits, fee corrections, several newly established fees (including for the upcoming Traceview Recreation Activity Center), and a recommended 3% inflation adjustment tied to the San Francisco–Oakland–Hayward CPI effective July 1.
Stolte said some fees are excluded from CPI adjustments for affordability or external constraints and that staff expects the overall cost‑recovery rate to remain near 70 percent after the changes. Key, time‑sensitive proposals noted by staff included a corrected background-investigation fee for palmistry services effective immediately, new bingo license and renewal fees effective June 4, and reorganized departmental fee entries for clarity. Staff recommended the Finance Committee ask City Council to hold a public hearing on May 19 and adopt the updated schedule and rescind the prior resolution associated with the current schedule.
A committee member moved to recommend the hearing and adoption; the motion carried on a roll call. The committee did not conduct a public hearing at this meeting; staff said the full schedule and an attachment summarizing changes will be posted on the Finance Department page of the city website and presented to Council on the May calendar.
