Commission hears update on lead-service-line effort; plans due March 31

The East Grand Forks City Water and Lake Commission was told March 18 that plans and specifications for a lead service line replacement project are being finalized and must be submitted to the Public Facilities Authority by March 31.
Keith (filling in for Steve) told commissioners the city is working with the Public Facilities Authority on the project’s plans and specifications and that staff are continuing property-level review to confirm which services are lead. “We were originally at about…8 lead and galvanized, then we had 9, and then we’re up to 11,” Keith said. He added that staff plan to recheck “about 100 or 100-plus” addresses because some photos and earlier records were inconclusive.
Todd, a department head, confirmed staff will try to include as many identified lines as possible in the current contract and said the city may run a separate project later for any additional lines the state will not fund now.
The commission did not vote on project authorization at the meeting; Keith said plans need to be submitted by March 31, and staff will return with contract and scope recommendations for commission consideration.
Background: Replacement of lead service lines typically requires an inventory, plans and funding approvals. City staff said the state’s program may limit how many connections the grant or funding will cover, so the city intends to bundle as many eligible services into the initial contract as possible.
