Minnetrista council approves police training system, security procurement and ordinance changes; hires assistant city administrator

At its July 21 meeting the Minnetrista City Council voted on several business items and personnel matters:
- The council approved the purchase of a Milo scenario‑based police training system to be funded with a mix of public‑safety grant and DTF (forfeiture) funds; Chief Craig Squires said the system helps de‑escalation, scenario training and firearms proficiency. The motion passed 5–0.
- The council authorized staff to go out for quote packages to replace/update the city’s security camera and door‑access system; staff will gather quotes and report back at the Aug. 4 meeting. Motion passed 5–0.
- Council approved an ordinance (200.01) amending the city code on regular and special meetings to allow flexibility in start times, adjust special‑meeting calling thresholds and clarify closed‑meeting provisions; that ordinance and an amended 2025 city calendar were approved (motions passed 5–0).
- The council unanimously approved an offer of employment for Paula Baumann as assistant city administrator with a proposed start date of Aug. 25 and the negotiated step and PTO terms.
- The consent agenda — including minutes, claims, several setback variances, a pavement agreement execution, park commission appointment changes and purchase of a replacement 2‑ton dump truck — was approved without opposition.
Council members emphasized prudent budgeting for new purchases; staff said the Milo purchase would use federal grant and forfeiture funds where possible and that the annual maintenance cost would be modest. Mayor Lisa Whelan thanked staff for presenting funding options and said departments could share use where appropriate.
