Summary
The Board approved a $4,500 change order to add a small-area study covering downtown and the New Hope Road corridor. The motion to proceed without contacting the Godley property owner passed 3-2, with Commissioners Abernathy and Helms dissenting.
The Cramerton Board of Commissioners voted 3-2 on Oct. 7 to approve a $4,500 change order for an additional small-area study tied to the townwide Land Use Plan. The study will focus on the downtown plaza area and the future Catawba Crossings connection to New Hope Road, and may include a conceptual review of the Godley property near the Two Rivers Utilities wastewater plant.
Mayor Pro Tempore Koutsoupias moved to approve the change order; he later amended the motion to remove a requirement that staff contact the Godley property owners before proceeding. Commissioner Atkinson seconded the motion. The amended motion passed, 3-2, with Commissioners Abernathy and Helms voting no. Attorney Karen Wolter said she had previously attempted to contact the Godleys without success.
Supporters said the small-area plan will provide a focused vision for those subareas and help the town plan for likely development patterns; critics argued the town should attempt further outreach to property owners before spending funds. "This is the vision we have for the Town," Mayor Pro Tempore Koutsoupias said during debate.
Next steps: staff will proceed with the Small Area Plan work as scoped and incorporate public input sessions as part of the planning process.
