Wayne board adds emergent personnel and labor items including psychiatric exam requirement and WEA memorandum

During agenda revisions on June 13, the Wayne Board of Education added several emergent human-resources and legal items for board consideration.

Mr. Moffitt read a proposed resolution requiring employee ID number 5772 to submit to a psychiatric or psychological examination and to be placed on administrative leave with pay pending the examination, citing NJSA 18A:16-2, NJAC 6A:32-6.3 and Board policy 3161. The resolution also authorizes the superintendent to provide statutory notice to the employee and to receive a confidential written medical report from the district’s designated physician.

Mr. Moffitt also read a proposed memorandum of agreement (MOA) and related salary guides with the Wayne Education Association covering July 1, 2024, through June 30, 2025, which the administration said the board would be asked to authorize the board president to execute. The MOA and salary guides were described as having been discussed in executive session.

Additionally, the agenda was amended to include a continuation of suspension for two students (ID numbers provided in the agenda item) with home instruction pending psychiatric evaluation and a clause prohibiting participation in extracurricular activities or presence on district property during the suspension.

Board members approved the revised agenda in a roll call vote (eight yes, one abstention) after the additions were read. The MOA and the personnel items were presented as additions to the agenda for action under executive- or emergent-session procedures; the transcript does not record a final public vote on the MOA or the employee-directed examination that evening.

The board’s reading included statutory citations and an explicit reference to board policy 3161; those citations were read aloud as part of the agenda item.
