Commissioners advance FY27 preliminary budget including $48,709 insurance refund and three new positions

Administrator Jill Flaherty said the proposed FY27 budget includes catch-up funding for capital projects and reserve accounts and requests that would stabilize future budgets. She identified the largest cost driver as the health-insurance increase and said administration will work to mitigate the effect. Flaherty also reported that the risk pool approved an insurance claim tied to first-floor remediation; the county will receive $48,709 (the claim requested $51,000 less a $2,500 deductible).
Flaherty told the board that an MCOG wage study that included several counties showed Sagadahoc was well positioned and that the administration does not plan to request wage adjustments beyond cost-of-living or contractual obligations in the next budget. She also briefed commissioners on union negotiations (the deputy sheriff and transport deputy unions intend to merge) and on an IT request for a managed-services provider to strengthen cybersecurity.
On a related action, the commission voted to approve three new job descriptions (administrator/finance director, deputy/HR director and staff accountant) with one edit to remove a specific jail-authority bullet from the administrator's draft; the motion passed unanimously.
Next steps: the budget advisory committee will continue work; administration will refine assumptions on health insurance, union negotiations and staffing costs ahead of final FY27 proposals.
