Committee reviews Homer comprehensive plan adoption, land-disposition and dual-service code updates; casual-use ordinance withdrawn for more outreach

Summary
The committee heard introductions for Ordinance 2026-04 to adopt Homer's 2045 comprehensive plan within borough limits and Ordinance 2026-06 to require fair-market reserves for competitive lease offerings, plus a dual-service consolidation; Ordinance 2026-11 on casual use of borough land was withdrawn for more stakeholder engagement.
The committee opened a public hearing for Ordinance 2026-04 to adopt the 2045 Homer comprehensive plan for borough areas inside the City of Homer. Planning Director Robert Ruffer said the borough, as keeper of official plans under state statute (title 29), routinely adopts municipal comprehensive plans where applicable.
Staff introduced Ordinance 2026-06, which would amend borough code to require that authorizing ordinances for competitive lease offerings specify a minimum acceptable bid (a reserve) defined as fair-market value or fair-market rental value. Staff cited the Eagle Lake material-site offering as an example and said the change clarifies how to set reserves and award to the highest qualified bidder who performs on lease terms.
Another ordinance introduced would reorganize dual-service prohibitions in borough code to consolidate provisions now scattered in elections code and title 2, and would remove a 1-year post-service prohibition that staff argued is unnecessary in the borough's strong-mayor form of government.
Separately, staff requested withdrawal of Ordinance 2026-11 (casual use of borough land) to allow more outreach with user groups after Planning Commission feedback; planning staff said the commission did not take action and recommended more stakeholder discussion to clarify intent and avoid restricting traditional public uses.
No final votes were recorded during the committee meeting; staff said they will return with revised language or fiscal notes where applicable.
