National City Council appoints Dr. Gil Anthony Ungab as interim Port commissioner after public debate

The National City Council appointed Dr. Gil Anthony Ungab on a unanimous roll‑call vote to serve as National City’s interim representative on the San Diego Unified Port District Commission for the remainder of the term ending Dec. 2, 2024. The nomination followed public comment, candidate interviews and a written ballot that produced a majority for Ungab before a formal motion to appoint.

Community members and advocates used the public‑comment period to press the council for a more transparent, community‑centered selection process and to prioritize environmental justice in the port relationship. "The process to select a new port commissioner for National City has not been conducted to receive community input," said Amy Castaneda, policy co‑director with Environmental Health Coalition, calling for a temporary appointment while a broader process is completed.
