Tecumseh City Council adopts wellhead protection plan, approves two conditional-use permits and authorizes $30,000 generator purchase

The Tecumseh City Council met Aug. 18, 2025, in the Utilities Conference Room and unanimously adopted a Wellhead Protection Plan, approved two conditional-use permits and authorized a $30,000 purchase of a generator from Johnson County Hospital. The meeting, presided over by Mayor Jesse Grof, began at about 5:02 p.m. and adjourned at 5:16 p.m.
The council voted to adopt the Wellhead Protection Plan after a brief public hearing. Doug Goracke summarized the plan’s purpose as providing a protection and buffer zone around the city’s wells. Council member Brian Britt moved to approve the plan and Council member Lorie Topp seconded; the vote was recorded as Aye: Lance Beethe, Brian Britt, Alicia Brommer, Travis Goracke, Tyler Speckmann and Lorie Topp.
During the public hearings portion, the council considered two conditional‑use permit applications. The council approved a resolution allowing Mark Celesky to rent a first‑floor apartment in the Historical District; City Attorney Bruce Dalluge explained the benefits of evaluating such permits on a case‑by‑case basis. Council member Alicia Brommer introduced and moved the resolution, with Council member Tyler Speckmann seconding; the motion carried unanimously.
The council also approved a conditional‑use permit for Clifford Poessnecker to allow outdoor storage of recreational vehicles, trailers, boats, equipment and vehicles on a Light Industrial lot, provided those items are enclosed by a fence, building or wall at least six feet tall. City Attorney Bruce Dalluge described the zoning and Mr. Poessnecker’s plans; Council member Lorie Topp moved to approve the resolution, seconded by Council member Brian Britt, and the motion passed unanimously.
Separately, the council authorized the purchase of a generator from Johnson County Hospital for $30,000. Council member Lorie Topp moved to approve the purchase and Council member Alicia Brommer seconded; the motion carried with all members voting aye.
The council approved the consent agenda—including the minutes of the Aug. 4, 2025 meeting and payment of city bills—on a motion by Council member Lorie Topp, seconded by Lance Beethe. The meeting record concludes with signatures from City Clerk Janelle Moran and Mayor Jesse Grof.
No votes were recorded against any of the items, and no abstentions were noted in the minutes. The minutes do not specify additional conditions, timeline for implementation of the Wellhead Protection Plan, or further follow‑up dates for the conditional‑use permits.
