Elko County approves $1 million initial payment for Boys & Girls Club event center design

After a presentation on a large new event center, the Elko County Commission approved an initial $1 million payment to fund phase 1 design work for the Boys & Girls Club project and clarified reporting and account safeguards required by the cooperative agreement.
Rusty Barr, with the Boys and Girls Club, told the Elko County Commission the organization is close to finishing a related recreation center and is shifting focus to a planned sports-and-event center that will open in phases.
"The rec center is finally coming to completion… we're gonna open that on January 29," Barr said, and described a two‑phase plan that uses an initial $1 million for design and schematic work. He told the board the event center design targets more than 5,000 seats and will be staged so the club must show full funding before accessing later phases.
The project uses separate accounting for grant and county funds, Barr said, and the Boys and Girls Club committed to monthly reporting so the county can track use of the money. He also said the city donated the build site and that a pending BLM patent could add roughly 40 acres that would reduce the need for a parking structure.
Commissioner (speaker 6) moved to approve the county's $1,000,000 initial payment for phase 1, describing the allocation as consistent with the contract's reporting and funding conditions. The motion was seconded and — after a brief public-comment period with no speakers — the commission approved the payment by voice vote.
The county will expect the group to follow the contract's requirement for segregated accounts and monthly submissions to demonstrate the project’s financial status before later phase payments are released. The board did not add additional conditions beyond the contract terms described by staff and the applicant.
The Boys and Girls Club said it will return to the commission with more detailed schematics in a follow-up presentation to be scheduled before the next phase of work begins.
