Elko County to seek $513,120 CDBG grant to replace Tuscarora water tank; board approves application

Elko County authorized staff to submit a 2026 Community Development Block Grant (CDBG) application seeking $513,120 for the construction phase of the Tuscarora water-storage replacement project.
Public Works staff explained the existing 57,000-gallon bolted steel tank has reached the end of its useful life and that a hydraulic study and updated design are required by the Nevada Division of Environmental Protection for a proposed subdivision. Janice Durban, the grants and contracts manager, said engineering in phase 2 is designing a replacement tank and the proposal under consideration is a welded steel tank with about 74,000 gallons of capacity to match a second tank on site and improve redundancy.
Commissioners asked whether a smaller tank or a bolted (less expensive) tank would make the application more competitive. Durban said the phase-2 design will confirm required capacity and that CDBG is familiar with rural community needs; if the engineer recommends a different capacity the project will be adjusted. The board moved to direct staff to submit the CDBG application and approved that motion by voice vote.
If funded, the project would replace the aging tank to reduce leak risk and increase storage redundancy for the Tuscarora system; the PER (preliminary engineering report) recommended matching capacities for tanks at that location.
Staff noted CDBG applications are competitive and that final tank size and procurement choices will depend on phase-2 engineering and grant outcomes.
