Board reads two ordinances and approves consent agendas, including wildfire property tax relief
Summary
On March 12 the Clackamas County board read two ordinances by title (public land corner preservation amendment assigned 02-2026 and county internal auditor code amendment assigned 03-2026), approved the housing authority and county consent agendas, and approved several grants, contracts and tax‑relief items.
The board conducted two first-read public hearings and read each ordinance by title only after public comment. Assistant county counsel Jeff Munson presented an amendment to Ordinance 2-97 (public land corner preservation), explaining a change in state law (HB 3175) allows fees to be set by resolution; the board read the ordinance by title and clerk assigned number 02-2026. Jody Cochran, the county internal auditor, presented proposed amendments to county code chapter 2.15 to strengthen auditor independence, formalize the internal audit administrator role and reduce the audit oversight committee from seven to five members; the board read the ordinance by title and clerk assigned number 03-2026. Both items were scheduled for second readings on April 2.
Consent agendas were approved across bodies: the Housing Authority consent agenda included a resolution authorizing development agreements for sale of housing authority properties with gross revenue value approximately $20,700,000 (no county general funds involved) and passed 5-0. The county consent agenda included multiple items: approval of previous meeting minutes; property-tax relief for properties rebuilt after the September 2020 wildfires with an estimated fiscal impact of about $31,000 in reduced general-fund revenue; a five-year $1,075,000 personal-services contract with Brown Consulting Associates for regulatory audits of health center services (funded via health center fee-for-service revenue); a $6.9 million board order authorizing the homeownership down-payment assistance program (funded by CDBG-DR); grant agreements with Oregon Housing and Community Services including $338,321.28 for neighborhood stabilization and $820,000 for Canby area emergency generators; and a $2.86 million federal grant application for transit service between Sandy and Timberline Lodge.
The board approved the county consent agenda 4-0. The Development Agency approved a consent agenda amendment to an intergovernmental agreement with Clackamas River Water for the Southeast Monroe Street Improvements project (total agreement approx. $1,426,616) and passed that motion 4-0.
No controversial roll-call votes were recorded on these items; the actions were procedural approvals and first readings with second readings scheduled for April 2 where applicable.
