Conservation commission details enforcement steps for multiple wetland violations, including Saddle Hill and Cedar Hill trenching
Summary
Staff and consultants updated the commission on several enforcement matters: clearing and restoration at 0 Saddle Hill, fill and wetlands disturbance at 15 Settlers Road, and trenching at 360 Cedar Hill that exposed a large municipal main; deadlines for restoration plans were set and enforcement actions drafted.
At the April 13 meeting Northborough staff and consultants briefed the Conservation Commission on multiple enforcement matters across town and outlined steps toward restoration and enforcement orders.
Glenn Kovalski summarized findings at 0 Saddle Hill, where a landowner had cleared vegetation and attempted to connect parcels through a wetland area. Staff will flag delineations and prepare restoration work; Glenn said aerial imagery and in‑field staking would support enforcement filings.
On 15 Settlers Road staff reported fill in wetland areas; the owner says erosion controls and stabilization measures are in place and an active order of conditions remains in effect. At 360 Cedar Hill a contractor trenching to clear a drainage outlet cut through wetlands and exposed a 40‑inch municipal gravity main; staff are coordinating enforcement and a restoration plan with the property owner and adjacent municipality.
At 35 Sawan Pond Road staff described vegetation loss and herbicide damage around a restaurant site; the owner has engaged an engineering firm to prepare a restoration plan. Enforcement orders are being drafted for sites where restoration and replanting are required.
Commissioners set deadlines for submission of restoration plans and asked staff to coordinate inspections and, where appropriate, require erosion‑control measures before further work is permitted.
