On April 13 the Northborough Conservation Commission voted to adopt a revision to the town’s stormwater management and land‑disturbance regulations that establishes a $5,000 deposit for third‑party review when the stormwater authority deems such a review necessary.
Staff explained the change is intended to allow the town to secure independent technical review of complex stormwater designs when needed. Under the new language, “the applicant shall post a deposit in the amount of $5,000 prior to the start of the third party review,” and the commission may request additional consultant fees if necessary.
Commissioners said the provision provides discretion to require expert review while protecting the town from bearing consultant costs. The vote to accept the edits passed by roll call.
Glenda told members the deposit would be collected prior to the third‑party review and that the stormwater authority could request additional funds if review costs exceeded $5,000.
