At its April 13 meeting the Northborough Conservation Commission issued an order of conditions for 0 Green Street and attached a special condition requiring removal of barbed wire between the approved limit of work and the wetlands.
Brian Waterman, the applicant’s representative, described the proposed five‑bedroom home and noted the project would remain largely within historically disturbed areas. The commission closed the hearing and added a special condition in the order instructing removal of barbed wire along the wetland edge to reduce hazards to wildlife and people.
On nearby properties the commission reviewed revised plans for 24 Colburn Street (a historic pond‑front lot) and 28 Overlook Park. For 24 Colburn, Brian said the plan removes an existing cesspool and locates a new Title 5 septic system upslope; Glenda noted DEP comments and Board of Health review were ongoing. Commissioner Sadie Stone disclosed she is related to the Stone family owning the properties and offered to recuse; with Stone recusing the commission lacked a quorum to act and voted to continue 24 Colburn to the May 11 meeting.
The commission also continued 28 Overlook Park to May to allow more detailed planting plans, photos and Board of Health review. Brian said the project will remove old cesspools, restore footpaths, and propose limited new impervious surfaces with infiltration where feasible.
Votes on these items were taken by roll call; the order for 0 Green was approved and the other hearings were continued.
