Council resets annexation public hearing for 175-acre Peach Orchard Road site to May 11

Summary
Council voted to reset the public hearing for annexation petition H202601—a 175-acre, two-parcel site on Peach Orchard Road associated with a conditional zoning petition for residential development—to May 11 at 6 p.m. so the annexation and zoning hearings can be heard together.
Planning staff Shelly DeHart told the council that the annexation petition H202601 covers a 175-acre site composed of two properties on Peach Orchard Road and is tied to a conditional zoning petition proposing a future residential community. The annexation petition had been certified as sufficient at the March 9 meeting and a public hearing had been scheduled; staff asked the council to reset the hearing to May 11 at 6 p.m. so the annexation and the associated conditional zoning public hearing can be presented within the same council meeting.
DeHart said the planning and zoning board had lacked a quorum on the date the zoning matter was first scheduled, causing the need to reschedule. She recommended that council approve the procedural reset to May 11. A council member asked whether the town could add alternates or ex officio voting to prevent quorum failures; DeHart said staff will consult leadership and consider rule changes for the planning board.
A motion to reset the public hearing to 05/11/2026 at 6 p.m. carried by voice vote.
