Committee forwards two zoning changes for CU Hawaii Federal Credit Union branch and parking lot to full council

Clerk Mr. Cook read Bill 130, which amends Ordinance 09-44 (Hawaii County Code §25-8-33) to change a parcel’s district classification from single-family residential (RS-10) to neighborhood commercial (CN-10) at a site fronting Manono Street (Tax Map Key corrected in the record). The applicant, CU Hawaii Federal Credit Union, seeks a 22,500-square-foot site to construct a new member-facing branch facility. Planning Director Jeffrey W. Darrow summarized staff findings and the Windward Planning Commission’s favorable recommendation, and said the applicant requests a 10-year extension to the project-completion condition and seeks deletion of certain roadway-improvement requirements; as an alternative, the applicant proposes "to provide a pro rata payment to the County for their share of improvements" because the County plans to widen Manono Street in the near future.
The committee then considered Bill 131, a change-of-zone application for the adjacent parcel fronting Hinano Street to permit a 41-stall parking lot that would serve the proposed branch. Director Darrow noted the Windward Planning Commission forwarded a favorable recommendation with an amendment to replace a condition with applicant-proposed language.
James Takamine, president and CEO of CU Hawaii Federal Credit Union, answered committee questions on the construction timeline, saying design work would likely not start for about two years because the credit union is undertaking core account, loan and digital-banking system changes; "we'll probably begin the design process, given our resource constraints, about the '28," he said.
The committee voted to forward Bill 130 with a favorable recommendation (clerk recorded seven ayes; two members excused) and to forward Bill 131 with a favorable recommendation (clerk recorded six ayes; three members excused). No final zoning actions were adopted at the meeting; both bills will be considered by the full County Council.
