Committee forms ad hoc panel to review VAVI nonprofit grant applications; chair recuses from next items

The Committee on Legislative Approvals and Acquisitions voted to form a permitted-interaction ad hoc group to review applications and develop recommendations for the fiscal year 2026–27 VAVI nonprofit grants and aid awards.
Chair Councilmember Heather Kimball opened the session and, after the clerk reported there were no testifiers, introduced Communication 752 — a request dated 02/11/2026 asking for formation of the committee to evaluate the VAVI grant applications. A member moved to close the file on the communication and to form the permitted-interaction group; several council members volunteered to serve. One volunteer said, "I'll volunteer as one of the members." The mover specified membership to include Councilmembers Kaguada and Eustace, the mover, and Chair Kimball as chair of the permitted interaction group, and the motion was seconded and approved by voice vote.
Shortly thereafter the committee voted to postpone Communication 752 to the call of the chair, and the clerk recorded seven ayes on that postponement. Chair Kimball announced she would recuse herself from the next two agenda items and passed the chair to Vice Chair Onishi to preside over those items.
The committee took no substantive action on grant awards during the meeting; the formation of the ad hoc/permitted-interaction group and the postponement mean detailed applicant review will occur later under the chair's scheduling.
