Trustee Sean Mitchell raised questions about AR 5126, the Golden State Seal of Merit diploma, noting the draft appeared to require a B+ in ELA, math and science but only a B in U.S. history. Several trustees clarified that the Golden State Seal is a state-issued recognition and that the district cannot change state criteria. However, the board agreed to hold AR 5126 for a second reading while staff develop local implementation criteria for the State Seal of Civic Engagement.
On student health and medication (AR 5141.21), trustees asked how the line “parents/guardians with doctor orders will be evaluated on a case‑by‑case basis by district medical staff and administration” would be applied. District staff said the district has encountered rare cases (for example, non‑THC cannabis prescribed for seizure prevention) and that district RNs and administration would design an appropriate approach on a case‑by‑case basis.
Trustees also discussed a new state law limiting withholding recess (referenced in the meeting as AB 181). District staff described the statutory change as prohibiting withholding recess for disciplinary reasons in elementary schools except when a student’s presence is a safety concern for others.
Several trustees asked staff to return with clarified language at a second reading where appropriate, and the board agreed to proceed with other first readings while returning specific ARs for further development.
