Board discusses JYAA T‑ball to softball field conversion; staff to return cost and usage estimates
Summary
Board members and staff discussed converting a T‑ball infield to a skinned softball field for JYAA, debated scope and safety fixes, and considered offering a time‑limited fee holiday; staff will gather more precise contractor estimates and projected JYAA revenues before making a recommendation.

Facilities staff presented a proposed conversion of a district T‑ball infield to a skinned softball surface for Jenkintown Youth Athletic Association (JYAA). The scope includes rototilling, adding infield mix, regrading between stairs and bench areas, adding two steps and moving retaining blocks and installing two new benches with backs.
Staff estimated the district’s incremental cost so far at about $2,800 and said the JYAA’s direct costs for work they would do were estimated at about $6,600; the presenters also said a full contractor scope—including some hardscaping and additional work not strictly necessary for a basic skinned infield—could total closer to $17,000. Board members and staff emphasized safety improvements (bench backs, relocating the bench away from a retaining wall, stair improvements) as a priority.
Members discussed whether to grant a limited fee holiday for JYAA use of the completed field, suggesting options ranging from one to three years confined to that specific field rather than a district‑wide waiver. Several board members asked staff to produce an estimate of annual expected revenue from JYAA use so the board can weigh the cost of any fee holiday against the program benefits and the district’s financial position.
No final decision was made; staff said they will collect contractor bids, refine cost breakdowns and return with clearer revenue estimates and recommended terms for any fee holiday.
