Board adopts updated safety, records and immigration-enforcement response policies

The El Monte City School District board unanimously approved a package of policy revisions to align district policy with recent state laws (SB 848, SB 98, AB 962, AB 1004, AB 370 and AB 495), including an updated comprehensive safety plan, strengthened student-privacy rules and a new district response to immigration enforcement to protect students and staff.
District administrators presented a package of revised board policies and administrative regulations designed to align local practice with recent state law and to strengthen student safety and privacy.
"SB 848 expands safety-plan partners to include insurance providers," an administrator said, adding that SB 98 requires procedures to notify parents and staff if immigration enforcement is confirmed on a school campus and AB 962 addresses child-neglect reporting and violent-crime definitions. The presenter said the revisions also allow the district to address smartphone use during emergencies when needed for student safety.
The board adopted revisions covering the comprehensive safety plan (BP/AR 0450), access to district records (BP/AR 1340), a new response-to-immigration-enforcement policy (BP/AR 1445) that replaces the prior policy, and updates to student-records and directory-information rules to reinforce FERPA protections and ensure immigration-related protections are preserved.
The presenter said the immigration-response policy prohibits collecting or sharing immigration-related information unless legally required, ensures equal educational access and requires parent notification and clear staff procedures if enforcement actions occur. The board voted to approve the package on a series of motions; each motion carried 4-0.
Board members said the changes are technical but important for strengthening safety, privacy and trust districtwide. The items were brought forward as part of a set of second-reading and action items on the agenda.
