The San Bernardino County Board of Supervisors unanimously approved an amended and restated 2026 land plan that would sell remaining Prop 70 dairy properties and use the proceeds to purchase roughly 200 acres master-planned by the City of Ontario for a Grand Park.
Chad Nottingham, assistant executive officer, told the board that Prop 70 funding previously purchased dairy parcels and that Senate Bill "SB 11 24" (as cited in the presentation) allows the county to sell or exchange land so long as minimum acreage and habitat values are maintained. Nottingham said the county submitted its 2026 plan to the state and received approval on March 3.
Nottingham described next steps: any transactions would return to the board for consideration; appraisals must be submitted to the state for review and approval; purchased land would require a recorded conservation easement; and a final report must be filed with the state once implementation is complete.
Board members praised staff for years of work resolving regulatory conflicts with agencies including the U.S. Army Corps of Engineers and state parks, and stressed the public benefits of a large park in the West End and Chino Valley. Supervisor Kurt Hagman moved approval and Vice Chair Baca seconded; the item passed unanimously.
The board recorded that transactions coming from the plan will be brought back for board action and that state administrative requirements must be satisfied before final close.
Next steps: staff will begin implementation and return subsequent transactions, appraisals and conservation easement documentation to the board for required approvals under SB 11 24.
