The El Monte City School District Board of Education approved a series of routine resolutions, personnel items and financing steps in unanimous voice votes during its meeting.
Minutes and consent agenda: The board approved the Dec. 15, 2025 meeting minutes and then approved the action and consent agenda as a single motion. Both measures carried 5–0 on voice votes.
Resolutions and personnel: The board adopted a resolution recognizing African American History Month in February 2026 and a separate resolution recognizing College Awareness Month in California for the same month. Miss Cobian moved the African American History Month resolution and Miss Rivas seconded; the motion carried 5–0. The board also approved certificated personnel matters, acknowledging six teachers who announced retirements that together total 197 years of service.
Measure ME bond access: Board members voted to adopt a resolution authorizing staff to proceed with the first step to access Measure ME bond funds. Staff reported Measure ME is a voter‑approved $105 million general‑obligation authorization and that the board is seeking access to roughly one‑third of the measure — about $35 million — to fund facility master‑plan projects. Staff outlined the next steps: submit information to the county board of supervisors next month, followed by a bond sale targeted for March 2026 and deposit of funds in the district account in March or April.
Refunding and forward‑delivery refinancing: The board approved two refinancing resolutions. One authorizes refinancing approximately $27 million of prior voter‑approved debt, which staff said could generate about $2 million in savings depending on market interest rates. The other authorizes a forward‑delivery refinancing to pair approximately $9 million of soon‑maturing debt with the broader sale; staff estimated net savings of about $500,000 after fees for that forward delivery. Each of these actions passed 5–0.
Policy first readings and governance handbook: The board approved first‑reading actions on revised district technology policy (including deletion of an administrative regulation), an artificial‑intelligence policy first reading, and revisions to courses of study with direction to clarify grade‑span appropriateness for some high‑school courses. Board members discussed and reached consensus to include a revised governance handbook in the binder and to make an electronic version available.
Closed session and next steps: The board reported it had met in closed session on labor negotiators and a public‑employee evaluation and stated no action was taken on those items. The board adjourned at 7:10 p.m.
