Commissioners devoted a large portion of the meeting to internal process reforms intended to shorten meetings and make decisions more defensible. They agreed that some routine matters could be handled more quickly and discussed several specific procedural proposals.
Members urged staff to prepare more concise, defendable written decisions and recommended using bullet-point summaries that flag the few items that materially affect a decision. One commissioner noted, "Our motion can reference the staff document," and several members said a draft decision prepared before the meeting would reduce repetition in the hearing record. Staff cautioned that draft decisions cannot include conditions added during the meeting and that final written decisions must capture any on-the-spot changes.
Other proposed changes included stricter adherence to submittal deadlines for design-review items so agendas are not overloaded, a policy to continue or set date-certain for items not ready for hearing, and a suggestion to establish a short "efficiency" working session with staff to align expectations. Commissioners emphasized that demolition hearings should remain fully noticed and carefully reviewed because demolition produces irreversible outcomes; as one member summarized, "Demolition has a stand on its own."
The commission asked staff to return with concrete recommendations on how to implement these improvements, including any changes needed to staff workflow and written-decision templates. Members set a near-term goal to convene a brief efficiency meeting to prioritize administrative improvements.
