Alderperson Mary Davis named temporary chair; council approves consent agenda and reviews finance, ambulance reports

The Beardstown City Council met on March 18, 2025, at Beardstown City Hall. With a quorum present, Alderperson Ron Culves moved and Alderperson Chris Baer seconded a motion naming Alderperson Mary Davis as temporary chair in Mayor Harris's absence; the motion passed unanimously by voice vote.
There were no public comments during the public-comment period. Alderperson Lisa Buhlig moved and Alderperson Dawn Seward seconded to dispense with the reading of the minutes from the March 4, 2025 meeting and to approve them as published; that motion passed unanimously by voice vote.
Under the omnibus vote designation the council approved and filed the routine reports on the consent agenda after a motion by Alderperson Eric Harbin and a second by Alderperson Chris Baer; the consent agenda passed unanimously by roll call vote.
City Clerk Brian Ruch presented the February 2025 financial figures. Cash receipts for the month totaled $1,425,278.00 and cash disbursements totaled $1,741,036.95. Year-to-date receipts and disbursements were reported as $12,314,615.27 and $11,718,594.41, respectively. The City Treasurer reported selected fund balances including a General Fund balance of $3,127,094.67, Special Revenue Funds of $3,953,054.07, Bond Sinking Funds $743,562.49, a Water Increment Fund balance of $213,919.76 and an ARPA grant balance of $499,664.62.
The council received a department payroll/overtime summary for February showing overtime and part-time pay of $16,392.35 for the Ambulance Department, $5,303.40 for Fire, $3,745.05 for Police and $3,483.54 for Public Works/Cemetery/City Hall.
City ambulance reports for February were presented by the clerk. The Beardstown ambulance reported 88 calls, total charges of $83,958.00, collections of $22,855.72 and total adjustments of $23,752.41. The Virginia ambulance reported 29 calls, total charges of $39,294.00, collections of $15,629.95 and total adjustments of $15,035.40.
Alderperson Dawn Seward moved to adjourn, Alderperson Lisa Buhlig seconded, and the council adjourned at 6:37 P.M.
