Beardstown council approves $253,434 sewer payment, equipment leases and community events

The Beardstown City Council on April 8 approved a $253,434.48 payment tied to the USDA Sanitary Sewer Replacement Project and moved forward with several public-works equipment purchases and leases, while also approving community events and solicitations.
The payment resolution, approved by a 6–0 roll call vote, authorizes $219,900.00 to Key Equipment & Supply Company to purchase a 2019 Vactor truck and $33,534.48 to Benton & Associates for engineering services. "That Payment Resolution No. 9 in the amount of $253,434.48 for the USDA Sanitary Sewer Replacement Project be approved," Alderperson Dawn Seward moved; Alderperson Eric Harbin seconded the motion.
The spending is part of ongoing work on the city’s sanitary sewer project funded through USDA program accounts listed with the payment resolution. Alderpersons who voted in favor were Ron Culves, Mary Davis, Eric Harbin, Keith Schramm, Dawn Seward and Shawn Taylor; Alderpersons Lisa Buhlig and Chris Baer were absent.
In separate, unanimous roll-call votes the council approved a 36-month lease with Bobcat of Springfield for an E60 R2-Series compact excavator for Public Works at $1,700 per month and authorized a $7,385.00 purchase of a TORO 72921 mower from Beard Implement Company for the Public Works Department. "That a lease agreement with Bobcat of Springfield for an E60 R2-Series Bobcat Compact Excavator for the Public Works Department be approved," Alderperson Mary Davis moved; Alderperson Keith Schramm seconded. "That the purchase of a TORO 72921 Mower in the amount of $7,385.00 from Beard Implement Company for the Public Works Department be approved," Alderperson Keith Schramm moved; Alderperson Shawn Taylor seconded.
The council also granted routine event and solicitation permits. By voice vote it approved a City Square carnival run by Connors Family Amusements on April 25–27; permission for the Cass County Hope & Recovery Center to solicit at street corners on May 23; permission for the Cass County Animal Rescue to solicit April 18–19; and use of the city parking lot at Second and Washington Streets for the "Gifts from Maggie Group" event on May 10.
During the public-comment period, resident Eric Snellgrove expressed concerns about a proposal to use the Schmoldt Park shelter as a dog kennel by the Cass County Animal Rescue. Jack Cassidy of the Cass County Animal Rescue described the group's plans for the shelter and addressed those concerns; the transcript records discussion but no formal council action on re‑zoning or changing park facilities during the meeting.
The council heard standard departmental reports: the Water Superintendent reported March pumpage (15,480,334 gallons for March; 167,476,535 gallons year-to-date), the Police Chief presented year-to-date enforcement and call statistics, and the Fire Chief provided February response totals. Code Enforcement and Zoning reports for March were filed with the minutes.
There being no further business, the council adjourned at 7:21 p.m.
