Daggett County MBA approves $151,513 in change orders, tables Dutch John wastewater work release

The Daggett County Municipal Building Authority met March 31, 2026, in the commission chambers in Manila and online and approved multiple project change orders and routine financial items while tabling a wastewater work-release item for legal review.
Board Member Jack Lytle moved to approve Change Order #10 for the Daggett County Health, Business and Community Center in the amount of $63,595.94; Board Member Randy Asay seconded and the motion passed unanimously (Board Members Matt Tippets, Jack Lytle and Randy Asay voted yes). The board then approved Change Order #11 for the same center, $11,318.26, and Water Treatment Plant Change Order #5 for roofing, $76,598.50, each on motions by Lytle and seconds by Asay with unanimous approval. Those three approvals total $151,512.70.
The board also completed routine fiscal business. On motions that passed unanimously, members approved the March 24, 2026 minutes; acknowledged the MBA Cash Summary dated March 27, 2026 and the MBA Accounts Receivable Report; approved the MBA Open Invoice Register dated March 25, 2026 in the amount of $5,674.97; and approved the MBA Disbursement Summary for March 19–25, 2026 totaling $11,504.19.
Discussion of Work Release #2026-1 for the Daggett County/Dutch John Wastewater Improvements Project 2026 was held but tabled so the board can receive guidance from county attorney Kent Snider. No motion to approve the work release was adopted during the session.
Members received brief project updates: staff reported water is flowing through the new water treatment system and the seven-day drinking-water test period is almost complete. Project staff also said a storm-drain issue delayed concrete work at the new clinic; concrete work is expected to begin late this week or early next week while side projects continue.
The board noted a Health, Business and Community Center work meeting scheduled for Thursday at 10:00 a.m. With no further business, Board Member Matt Tippets adjourned the meeting at 10:16 a.m.
