Summary
Council introduced Ordinance No. 2467, adopted associated resolutions including a mitigated negative declaration, and approved site plan, conditional use permit and tentative tract map to allow a 99-unit condominium on 8.5 acres at Silica Drive and 1st Avenue; the Planning Commission had unanimously recommended approval.
The Victorville City Council on April 7 moved forward with land‑use approvals for a 99‑unit condominium development at the northwest corner of Silica Drive and 1st Avenue.
Planner Alex Hetegui told the council the Planning Commission unanimously approved the project on Feb. 11, 2026. The project would change the property’s zoning from Planned Unit Development to R‑2 (low/medium density), adopt a mitigated negative declaration and mitigation monitoring and reporting program, and approve a conditional use permit, site plan and tentative tract map tied to Plan Case PLAIN24‑00005. Clerk read the recommended actions, including introducing Ordinance No. 2467 for first reading by title only.
Council discussion focused on site features; Mayor Pro Tem Tim Herriman asked whether the development would be gated and staff said the project includes a 6‑foot wrought‑iron fence with decorative masonry pillars and landscaping. There were no public speakers during the hearing.
Councilmember Godin moved and Mayor Pro Tem Herriman seconded the motion to adopt staff’s recommendations regarding points 3–8 on the agenda. The motion carried unanimously.
The council’s action changes the land‑use designation and clears the entitlements pending completion of required ministerial steps and filing of the adopted ordinances and resolutions.
