The Victorville City Council on April 7 awarded a $2,224,346 construction contract to Instaform Technologies LLC for the Sewer Lining Project Phase 3, approving the staff recommendation and the CEQA notice of exemption.
City Engineer Freddy Bonilla told the council the work targets older mains north of Mojave on both sides of Interstate 15, where sections constructed in the late 1950s show cracking and breaks that cause infiltration and inflow during rain events. “We are going to be installing approximately 16,000 linear feet of cured‑in‑place liner — that’s over 3 miles — and doing 326 lateral connections,” Bonilla said, adding that lining plus targeted trench repairs will extend service life “by over 50 years.”
Bonilla said the lining approach reduces the need for full excavation in most places, though spot trenching will be used where pipe segments require direct replacement. Staff noted the city is near capacity at the industrial wastewater plant and has contracted a 100% design to expand that facility in the coming years.
Clerk read the recommendation to open and close the public hearing and award the contract. After brief technical questions about whether the photos were of city pipe and how spot repairs are handled, Councilmember Irving moved and Mayor Pro Tem Tim Herriman seconded the motion. The vote was unanimous.
The council approved the contract as part of the city’s multiyear effort to rehabilitate aging sewer infrastructure; work will be scheduled and coordinated with residents and other utility work as needed.
