The motion ultimately passed 4–2, with Mayor Edwenna Perkins and Trustee I. Brandon voting no.
The ordinance language and effective dates were presented in the meeting packet (cover memo dated Sept. 25, 2019 from Klein, Thorpe and Jenkins, Ltd.). On the record, trustees discussed the structural change and the award-program amendment; no funding reallocation for the new commission was specified during the recorded discussion.
