The director said crews discovered missing insulation in walls and ceilings during demo, which does not meet Title 24 standards and will require corrective work.
Facilities said the Lofton Stadium Phase 3 submission to the Division of the State Architect (DSA) has been delayed because DSA cannot find documentation for a prior change order to the press box and restroom area; the district is pursuing reverse engineering to prove structural adequacy or may need to demo and rebuild non-approved modifications.
Trustees then accepted a bid from DD Construction, Inc. for Category 7 (roofing, sheet metal and flashing) on the Las Banos High modernization. They also approved a contingency budget and approval thresholds to process change orders more efficiently: project manager approval up to $50,000; $50,000–$100,000 requiring signatures of Dr. Lee and Dr. Ritchie; and amounts over $100,000 brought to the facilities subcommittee or full board.
"We created a document for tracking so you guys should have a copy of this," the facilities director said, explaining the intent to minimize project delays while maintaining oversight.
