Planning board backs streamlined process for vacating city easements and public ways

City staff explained the current process requires Planning and Advisory Board review and certified‑mail notifications to many property owners, producing substantial expense for applicants (staff cited roughly $1,000 plus mailing fees in previous cases). Under the draft amendment, limited vacancies that meet the new criteria would bypass a repeat PAB hearing but would still require utility signoffs and legal review.
Board members questioned whether the Planning and Advisory Board should continue to see some categories of vacations and asked staff to clarify notification rules; staff said the amendment narrows the eligible cases and includes a service date after which the streamlined path would apply. A motion to recommend the proposed amendment and the revised notification/screening approach was made, seconded and approved by the board.
The board’s recommendation will be forwarded to City Council for final adoption.
