Commission approves parking-variance to allow medical offices at 300 S. Harbor Boulevard

The Anaheim Planning Commission on Jan. 12, 2026 approved a parking-variance request for 300 South Harbor Boulevard to allow conversion of a portion of an existing office tower into appointment-based medical-office suites.
Senior planner Grace Cho presented the staff analysis, describing the 2.5-acre site at the southeast corner of Harbor and Broadway and a four-level parking structure supporting the building. Cho said the applicant proposed converting up to 50,000 square feet of general office space to medical-office tenants that operate by scheduled appointments rather than walk-in urgent-care services. "The utilization data demonstrates that there's substantial surplus parking and [it] is not needed to serve the current tenants," Cho said, summarizing the parking study findings.
Cho told commissioners the building currently operates at approximately 65% occupancy with an observed peak parking demand of 85 vehicles; the city staff conservatively treated some parking areas as unavailable during school hours, and even under that assumption the available supply met the required parking for the proposal. Staff concluded the request met the required findings and recommended approval with a condition to ensure that only less-intensive, appointment-based medical practices occupy the converted space. Cho also stated that the project qualifies for a Class 1 existing facilities exemption under the California Environmental Quality Act because it would not expand the building or increase its intensity beyond historic levels.
The building owner (applicant) offered brief remarks thanking the planning staff for their assistance. No members of the public spoke during the public-comment period for the item.
A motion to approve the staff recommendation passed 7-0. The commission's approval allows the property owner to pursue tenant improvements for appointment-based medical offices, subject to the conditions in the staff report.
