Council approves consent agenda, equipment purchases, loan notes and program support

At its June 5 meeting the Keokuk City Council approved the consent agenda and a series of routine but substantive administrative items.
The consent agenda included minutes of May 15, 2025; approval of a liquor license for Casey’s (class E retail alcohol license effective 07/01/2025); cigarette/tobacco licenses for 07/01/2025 through 06/30/2026; a device retail permit for Greenleaf Tobacco & Vape (DBA Davenport Tobacco and Vape); a sidewalk display permit for Angelini's Pizza; the resignation of Terry Bracklesburg from the Keokuk Veterans Memorial Commission; and special-event permits including Flags over the Mississippi and a Main Street summer fundraiser. The council approved payment of bills and transfers shown in registers 5474–5476.
Council authorized Parks and Cemetery staff to purchase a compact tractor with a loader and auger plus two zero-turn mowers from Armstrong Tractor of Donaldson, Iowa, at a net cost after trade-ins of $40,264. Staff said the tractor will be used in the cemetery for digging graves and will include an auger attachment to aid in winter operations.
The council also approved purchase of a 2025 Dodge Durango to replace a marked squad car that was a total loss; insurance will contribute $37,634.26 toward replacement, with the city's cost estimated at approximately $11,739.
Council approved a one-year transportation services contract with the Southeast Iowa Regional Planning Commission for 07/01/2025–06/30/2026 and approved a resolution supporting Main Street Keokuk Incorporated’s Workforce Housing Tax Credit application for upper-story renovations at 1114 and 1116 Main Street (project estimated at $525,000), noting the program requires at least a $1,000 local match per unit.
