Council approves Fire Station 156 and logistics facility funding and contract

Castle Rock's fire department presented the need for a new Station 156 and an adjacent logistics facility to improve response times in northeastern service areas and to centralize vehicle maintenance and equipment storage.

Fire staff said response time targets were not being met in parts of the northeast basin and that the new station, sited on town‑owned land off Castle Oaks Drive, would reduce travel times in growing areas such as Terrain and Cobblestone Ranch. The logistics facility would house tools and maintenance bays currently dispersed across multiple stations. The department estimated a construction and related program budget (including a sewer upsizing project) in the low‑to‑mid‑$20 million range when contingency and associated work are included; some costs (engine and brush truck) were already procured.

Funding sources described included impact fees, a $6 million internal loan set aside from prior TABOR measures, issuance of certificates of participation (COPs) and general fund loans; staff said impact fees will prepay some debt and operations staffing would be covered from the general fund. The department said 12 personnel would be required initially with ongoing staffing costs estimated at roughly $2.5 million per year.

Council moved to approve the construction authorization and funding approach and voted unanimously.

What happens next: staff will proceed with the recommended construction contracting process and incorporate the station into staffing plans; delivery and operations were projected for spring 2027.
