Staff emphasized that planning review remains a multi-step public process and described examples where Planning Commission recommendations led to substantive modifications (for example, pedestrian-safety improvements tied to a recent Promenade multifamily project).
Councilmembers discussed the practical role of the Planning Commission—how it checks staff work, provides public hearing opportunities, and can recommend conditions to improve projects. Staff and council agreed to continue discussion on the commission's role and to provide additional background for future work sessions. The ordinance was approved on second reading.
