Duarte City Manager Bridal Villalobos presented the city—s first regular update on its strategic plan and demonstrated a public dashboard that will let residents track progress on seven goals through 2035.
"Today before you is the first ever strategic plan update," Villalobos said, explaining the dashboard will draw directly from the action plan and municipal staff reports. Andres Renjal, assistant to the city manager, demonstrated the online landing page and said the dashboard will show goals, strategies and individual action items and will be updated monthly.
Renjal described the dashboard—s progress-scoring approach (e.g., an internal 58.3% example), telling the council the percentages are rough estimates mapped to categories such as "started," "in progress," "ongoing" and "completed." "It's really meant to make it easy for residents to track down what actions were identified to meet certain strategies and goals," Renjal said.
Councilmembers praised the transparency, suggested easier navigation on the city website (including a prominent icon), and asked staff to provide a legend explaining percentages and methodology. Villalobos said department heads supplied action items and that a dashboard landing page will link to the full strategic-plan document and staff reports.
Staff said the dashboard will be public and accompany monthly narrative reports presented at council meetings. No formal council action was required; staff will continue monthly updates and provide clarifying documentation about scoring methods as requested.
