The City Council on March 18 adopted a resolution authorizing the transfer of $34,590.84 in unclaimed, uncashed checks to the city general fund after required public notice and a claims period.
Fabian Castellon, an accountant in the city’s finance department, explained that California procedures require unclaimed checks to be publicly noticed and that claimants have an opportunity to file within a specified period. Staff ran an outstanding check register and published a notice in the Santa Paula Times for two consecutive weeks beginning Jan. 28, 2026; claimants were given 45 days to file, and that filing period ended March 14, 2026.
Castellon told council that just over $62,000 in outstanding checks were identified when the notice was posted; 24 claims were submitted and 23 were approved, leaving approximately $34,590.84 eligible to transfer. The council moved to adopt Resolution 7608, which was approved. Staff said it plans to perform this exercise at the end of each fiscal year going forward.
Next steps: The finance department will process the estreature transfer under the cited state statute and continue annual reviews of outstanding checks.
