San Francisco supervisors approve emergency funding, several contract amendments and housing and health agreements

At its March 3 meeting the Board of Supervisors approved a set of ordinances and resolutions including a $4 million appropriation for emergency management, parking-management contract increases, an amended YMCA youth mental-health contract, and a $45.1 million state award for Treasure Island housing projects.
The San Francisco Board of Supervisors on March 3 voted through a package of ordinances and resolutions that included city funding for emergency management, contract increases for parking operations, and authorization for a major housing award on Treasure Island.
The board approved on first reading an ordinance to appropriate $4,000,000 from the general city reserve to the Department of Emergency Management to expand street-conditions staffing, and $150,000 to the Human Rights Commission for community initiatives in fiscal year 2025–26. Clerk staff described the measure as intended to bolster street-safety and community programs; the president indicated the ordinance passed first reading without objection.
Two resolutions (items 6 and 7) amended long-running parking-management agreements: the third amendment with IMCO Parking LLC increased that contract by $12,000,000 to a total of $219,000,000, and the second amendment with LAZ Parking California LLC increased that contract by $9,000,000 to a total of $189,000,000. The clerk said both amendments take effect March 1, 2026, with no change to the original contract terms.
The board also adopted a resolution extending and increasing an agreement with the YMCA of San Francisco to provide mental-health services to children and youth, extending the term through June 30, 2028, and increasing the contract by approximately $1,600,000 to a total of about $11,600,000.
Separately, the board approved a resolution authorizing the Treasure Island Development Authority to execute standard agreements with the California Department of Housing and Community Development under the Affordable Housing and Sustainable Communities program for an approximate award of $45,100,000. According to the clerk’s description, that package includes a $30,000,000 loan to IC 4.3 Family Housing LP for a 100% affordable housing project at Treasure Island Parcel IC 4.3 and a $15,100,000 grant for public-transportation improvements; the agreements’ term runs through March 30, 2046.
Several other items on the agenda carried on first reading or by consent, including planning-code changes to allow additional uses in historic buildings, administrative-code amendments to the shared-spaces program, and a repeal-and-replace of the San Francisco Fire Code to adopt the 2025 California Fire Code with locally specific amendments.
The actions were taken largely by unanimous consent or voice vote; routine landmark and commemorative naming resolutions (items 13–37 and item 38) were adopted en bloc.
What’s next: Most financial and contract measures were approved on first reading or by resolution; items requiring additional formal readings or implementation steps will return as required for subsequent action or administrative implementation.
