Poway council approves Lively Center parcel split with streetscape and ADA improvements

On Feb. 17 the Poway City Council approved TPM 240003 to subdivide the Lively Center on Poway Road into two commercial parcels and attached conditions designed to improve the site's streetscape and compliance with current standards.
Julie Procopio, the city’s director of development services, described the site as a 7.5-acre commercial property with five buildings fronting Poway Road and recommened adopting the resolution approving the tentative parcel map subject to conditions including installation of street lights, consolidation of a driveway, new planter areas, an ADA pad at the bus bench, updated sign program and screened trash enclosures to meet current stormwater and design standards.
David May, a longtime Poway resident who said "I've lived in the same house for 55 years here in Poway," voiced initial concern about traffic and emergency access but said he supported the proposed improvements after seeing staff materials. Councilmembers said the project resets grandfathered conditions and adds safety and accessibility improvements. The council voted to find the project categorically exempt from CEQA and adopt the resolution approving TPM 240003.
Conditions attached to the approval require site improvements intended to improve pedestrian access, visuals and stormwater compliance; the council recorded the roll-call votes in favor and the item passed.
