Poway council approves consent calendar and appoints two to Budget Review Committee

Mayor Voss moved and the council unanimously approved the consent calendar and the appointment of two applicants to the Budget Review Committee at the council meeting. The mayor opened the session by saying the city’s housing element "is in compliance with state law," pointed to active projects and investments including a capital improvement project at the water facility, and thanked more than 800 volunteers who support parks, the community center and public safety.

The city clerk reported that the city posted a notice of the Budget Review Committee vacancies on the bulletin board outside City Hall and on the city website and that only two applicants applied. Mayor Voss said he was "happy to move approval" of the two applicants; the motion was seconded. The clerk called the roll for the consent calendar and later for the appointments; the recorded responses were "Aye," and the clerk announced each item passed.

The appointments fill two regularly scheduled vacancies on the Budget Review Committee; there were no public speakers on the item. Neither the clerk’s announcement nor the minutes specified the names of the two appointees in the recorded transcript.

A brief procedural exchange followed in which a council member asked whether the consent calendar had been voted on; other members confirmed it had been taken. The meeting then continued to council reports and other agenda items.

The council later listed three closed-session items (items 9–11) on the agenda and prepared to return to closed session.
