Council approves Dutch Bros. drive-through at Lowe’s site on Poway Road

The Poway City Council voted Feb. 17 to approve a 950-square-foot Dutch Bros. Coffee with a two-lane drive-through at 13740 Poway Road in the Lowe’s parking lot.
Associate Planner Jasmine Sanchez told the council the project would remove 15 trees but replace them on a one-for-one basis, provide pedestrian access via an enhanced crosswalk, and include a two-lane drive-through layout designed to accommodate up to 19 vehicles in the queue. "The proposed Dutch Bros hours of operation are from 5AM to 11PM, Monday through Sunday," Sanchez said, and she added that a noise study concluded noise levels "would be less than 45 decibels at the nearest sensitive noise receptors." Staff recommended the council find the project categorically exempt from CEQA and approve CUP 250001 and DR 250003.
Council members praised the site improvements and landscaping conditions; Deputy Mayor Maeda asked that any future addition of ordering loudspeakers come back to the council rather than be handled administratively. Council moved and adopted the resolution approving the conditional use permit and development review; the roll call vote was recorded as unanimous "aye."
The approval includes conditions noted by staff to mitigate visual and circulation impacts, tree replacement, ADA improvements and provisions to manage vehicle queueing during peak periods. The council did not impose additional restrictions on hours beyond those proposed in the staff presentation.
