Residents urge Poway council for clearer farm-plan process and stronger code enforcement in Garden Road

Two members of the public used the council’s public-comment period to press the city for clearer processes and more effective enforcement.
James Ambrose said he attended a prior meeting and remains unclear whether any farm-specific plan or open-space commercial/recreational zoning proposal is formally pending. He asked the council and administration to do more to notify nearby residents about what is proposed and what stage a proposal is at. "I am requesting that there be some kind of communication that would allow the people to understand what they can expect in terms of disclosures," Ambrose said.
City staff offered to follow up. A staff member told Ambrose, "I'm happy to give you a call ... Julian and I, one of us will reach out to you," and indicated staff would explain the farm-specific plan process and development scheduling.
Nancy Bragg, who said she has lived in the Garden Road community since 1987, described ongoing neighborhood issues with overgrown weeds, abandoned vehicles and neglected front yards. She told the council the city's typical response of sending letters has not produced consistent compliance. "Sending letters does not work," Bragg said, and asked for alternative solutions the city could use to get properties cleaned up and protect neighborhood property values.
The presiding official said the city manager would reach out to Ms. Bragg to discuss more effective approaches to enforcement.
