He also cited a 2021 parking observation that found a surplus in the shared parking areas and noted that the specific plan’s parking provisions require a new study only when new square footage is proposed; this amendment does not propose additional floor area. The Planning Commission recommended approval and the council voted to adopt the amendment (recorded vote 4–0, with one recusal noted on the dais).
