Council removes 25% cap on medical offices at Plaza Del Lago, allows daytime medical uses by right
Summary
The council approved a code amendment removing a 25% limit on medical-office uses for Plaza Del Lago (Planning Area C) and allowing medical offices by right between 6 a.m. and 7 p.m.; staff cited a 2021 parking analysis and projected an 11-space increase if the building converted fully to medical uses.

The council considered a Planning Commission‑forwarded amendment to the Warner New Hope Specific Plan affecting Plaza Del Lago (a 54-suite, two‑story professional-office condominium complex). Senior Planner Matt Jenkins explained the proposal would remove the 25% cap on medical-office uses and allow daytime medical-office use (6 a.m.–7 p.m.) by right without a conditional use permit or a parking‑study requirement.
Jenkins said a conversion to 100% medical under the current municipal parking standard would require about 217 spaces—an increase of 11 spaces compared with the original 2004 requirement. He also cited a 2021 parking observation that found a surplus in the shared parking areas and noted that the specific plan’s parking provisions require a new study only when new square footage is proposed; this amendment does not propose additional floor area. The Planning Commission recommended approval and the council voted to adopt the amendment (recorded vote 4–0, with one recusal noted on the dais).
