Council backs Dawson Trails changes allowing more early building permits while restricting pre‑interchange commercial openings

Castle Rock planning staff presented three proposed amendments to the Dawson Trails development agreement, including changes to who installs rear‑yard landscaping, permit release thresholds tied to the Crystal Valley Interchange, and clarification of permit/occupancy sequencing.

Tara Vargas said the amendment would "allow up to 1,500 residential permits in the Dawson Trails area to receive vertical building permits and proceed independent of when Crystal Valley Interchange opens," while noting potable water and sewer connections remain prerequisites for occupancy and much site infrastructure still must be installed.

Council members questioned traffic and emergency access if occupancy precedes full interchange completion; staff and the town manager said the current road network and interim improvements provide sufficient access but stressed occupancy cannot occur until infrastructure and potable water are in place.

Council approved the first reading of the amendment after discussion; staff emphasized the amendment allows builders to commit to buyers and proceed with vertical construction while commercial occupants cannot open to the public until the interchange is operational or until council addresses alternate arrangements.
