Council approves contract and budget amendment for DeWarty Teen Center boxing patio

Manuel Henriques, director of Parks and Recreation, described the project as the first phase of the Duarte Park revitalization plan — an enclosed patio at the east end of the teen center with concrete patio, integrated stairs, an ADA-compliant ramp, perimeter wall, security lighting and space for boxing equipment. “This project specifically represents the first phase of the Duarte Park revitalization plan,” Henriques said, adding the full revitalization concept is about $9,000,000.
Staff ran a public bidding process. Henriques told the council that Azar Construction submitted the lowest bid for the scope advertised (concrete, ramp, stairs and site work), but the apparent low bid was nearly double the conceptual probable cost prepared earlier by MIG. Henriques said designers’ conceptual estimates were high-level and that more detailed construction documents in later phases should produce more precise pricing and opportunities to adjust scope or suppliers.
The staff recommendation was to award the construction contract to Azar Construction (lowest bidder) and to approve a project budget amendment up to $344,500 so the city can complete the phase and be reimbursed through Measure A, provided the work is completed within the county’s one-year reimbursement window. “We did get approved by the county to utilize the city's Measure A funding,” Henriques said.
Council members asked how equipment would be secured in the outdoor space; Henriques said major equipment would be bolted down and staff would consider phased additions such as outdoor sheds for storage. Mayor Pro Tem King also reported a $25,000 donation from Walmart targeted to the boxing gym; Henrices confirmed the donated ring has already been ordered and staff is confirming manufacturer details.
A council member moved to approve the award and budget amendment and the motion carried by voice vote.
The next steps are contract execution with the low bidder, fine-tuning site furnishings and shade components to reduce costs where possible, and implementation under the Measure A reimbursement timeline.
